Haitian Gang Member Deported by Federal Authorities Following Viral Arrest and Lengthy Detention

A Haitian national with established gang affiliations and a lengthy criminal history, who drew widespread attention after defiantly praising former President Joe Biden during his arrest, has been formally deported from the United States. Federal immigration officials confirmed that Wisteguens Jean Quely Charles was returned to Haiti after spending roughly 19 months in federal detention awaiting the resolution of his immigration proceedings.

The Department of Homeland Security verified that the deportation was executed via an Immigration and Customs Enforcement charter flight that originated from a federal staging facility in Louisiana. Charles had been in continuous custody following his high-profile apprehension by federal immigration officers in early 2025.

Charles first attracted national media scrutiny on January 22, 2025, when officers from ICE Enforcement and Removal Operations took him into custody in Massachusetts. The apprehension took place just days after President Donald Trump took office, occurring amidst stepped-up federal operations targeting non-citizens with prior criminal convictions.

During the Massachusetts arrest, news cameras captured Charles shouting defiance at federal officers and journalists. Unwilling to accept his pending removal, he repeatedly claimed that authorities would never succeed in sending him back, shouting profanities aimed at Trump while declaring "Biden forever bro" and asserting that he was not going back to Haiti.

Despite his initial public defiance, federal authorities proceeded with his scheduled removal once all legal avenues were exhausted. Federal sources reported that Charles remained aggressively combative throughout the deportation process, creating significant disturbances aboard the transport aircraft and directing profane, crude, and threatening language toward President Trump and the Trump family during the journey.

According to federal law enforcement documentation, Charles is an identified member of the Back Block Money Gang. His involvement with the street gang placed him under increased scrutiny by federal immigration authorities focused on detaining and deporting foreign nationals affiliated with organized criminal networks.

A review of Department of Homeland Security records revealed that Charles had accumulated a total of 17 criminal convictions across various jurisdictions during his time in the United States. His extensive rap sheet included multiple offenses involving violence, weapons, and narcotics.

Among the specific charges on his record were serious violent offenses against law enforcement and the public. Authorities documented convictions for assault and battery on a public employee, resisting arrest, trespassing, and assault and battery with a dangerous weapon, underscoring a consistent pattern of violent interactions with civil authorities.

In addition to physical assaults, Charles was repeatedly prosecuted for weapons and narcotics violations. His criminal history includes formal convictions for carrying a dangerous weapon, unlawful possession of ammunition without an official firearm identification card, possession of controlled substances, and possession of a Class D controlled substance with intent to distribute.

Charles originally entered the United States in 2013 and subsequently obtained Temporary Protected Status, a humanitarian program offering temporary lawful presence to nationals of designated countries facing severe instability. The protection was initially granted to him during the administration of former President Barack Obama.

However, Charles' lawful standing was eventually revoked after years of recurring criminal infractions. Federal authorities formally terminated his Temporary Protected Status in 2022, effectively ending his authorization to remain in the United States and rendering him subject to deportation.

Following his arrest in early 2025, Charles was placed into formal removal proceedings before the Executive Office for Immigration Review. On November 7, 2025, a Department of Justice immigration judge finalized the legal process by issuing a final order of removal against him.

Throughout the subsequent proceedings and logistical preparations, Charles remained in administrative detention. His custody spanned roughly 19 months as federal agencies coordinated international flight arrangements and necessary diplomatic clearances with Haitian officials to ensure his repatriation.

Following the departure of the flight, the Department of Homeland Security officially publicized the removal, directly acknowledging Charles' viral statements and contrasting his previous defiance with the final outcome of his immigration case.

Homeland Security Secretary Markwayne Mullin highlighted the case as an example of executive enforcement, specifically referencing Charles' history of drug trafficking, resisting arrest, and violent assaults against public workers. Mullin strongly criticized the immigration policies of both the Obama and Biden administrations for allowing dangerous foreign nationals to stay in local communities.

Federal officials indicated that the high-profile removal represents an ongoing commitment by the administration to pursue and deport non-citizens with serious criminal convictions and gang ties, regardless of public resistance or notoriety.
